EU AFFAIRS DEPARTMENT

This area of Eixo Atlantico is focused on the international area with special focus in the European Union. Thus, this department is in charge of three main fields of work:

  • Networks – management of the international networks in which Eixo Atlantico is involved
  • EU projects management – coordination of the EU projects leaded or developed by Eixo Atlantico
  • EU financing – looking for new opportunities of financing Eixo Atlantico activities or new opportunities for its members
  • EU relations – relations with EU Institutions and other international bodies.

NETWORKS:

RIET

logo riet h 2015Iberian Network of Crossborder Bodies (RIET-www.rietiberica.eu) was created in 2009, involving cross-border bodies working in the Spanish-Portuguese border. RIET was established to promote cross-border cooperation, socio-economic development of the border territories, and to act as a unique association of common interest ahead of the governments of Spain, Portugal and the European Union.

RIET brings together 14 members, including business associations, cross-border institutions and  Universities all along the ES-PT border.

The main objectives of RIET:

  • Promote the importance of the cross border organizations in the development of Iberian cooperation at various political levels (national, EU-level, etc.)
  • Develop and reinforce the strategic dimension of cross-border cooperation issues of European interest, focusing particularly on the Spanish-Portuguese border.
  • RIET as an area of ​​cooperation of cross-border entities with the governments of Spain and Portugal.

C4C - Cities for Cooperation is a platform of non-governmental entities with a legal nature and a permanent activity and with extensive experience in promoting cooperation initiatives and in the monitoring of programs integrated in the various plans of European territorial cooperation, constituted with the objective of promoting reflection on the future of post 2020 Cohesion Policy in general and on the future of European territorial cooperation in particular.

It considers that the peripheral regions of the European Union have a common vision on the importance of European territorial cooperation in their territories and on the adjustments that need to be made to strengthen their role in European integration.

Constituted by Atlantic Cities network; Eixo Atlántico, representing cities of Euro-region Galicia(Spain) –Norte Portugal, FAIC–Forum of Adriatic and Ionian Cities, MEDCITIES-Mediterranean Cities Network, and RIET-Iberian Network of Cross border Cooperation Entities, it is proposed to promote a broad debate and the identification of common problems and solutions adjusted to reality of the peripheral regions of the European Union, regions in which the main problems and challenges facing the European Union and the future of Cohesion Policy have been particularly impacted.

EUROPEAN PROJECTS:

Eixo Atlantico has more than 25 years of experience managing EU projects as lead partner and partner. At present, it is involved in several cooperation projects, at crossborder, interregional and international level:

MC2 – Critical mass and Cooperation

mc2It is a multi-regional project developed between Eixo Atlántico (ES and PT) and the Asociación de Municipios Ribereños del Duero – AIMRD.

The objective of this project is to develop the Urban Agenda of Eixo Atlántico and cooperation as a Euro-regional development instrument through the coordination of policies and the promotion of active citizenship to develop a true Euro-regional urban system.

Title MC2 – Critical mass and cooperation
Objective

Prepare the urban system of Eixo Atlántico for the challenges of the post-crisis period, consolidating the role of cities as main actors, economic and social development and strengthening the active participation of the population and other actors of the Euro-region in its construction as a unit unique and cohesive territorial.

It will be based on the transversal principle of cooperation and will be built on two pillars;

  • The coordination of strategies and policies, through the creation of an urban agency shared by the cities.
  • The inclusion and participation of citizens in the process of building cooperation in the urban system.

URBAN SYSTEM

sistema urbanoThe SISTEMA URBANO project is a multi-regional project developed between the Eixo Atlántico (ES and PT) and the Asociación de Municipios Ribereños del Duero – AIMRD.

This project looks for:

  • Encourage energy savings, sustainable mobility and the implementation of renewable strategies at the local level
  • Contribute to coastal-interior / urban-rural territorial cohesion
  • Promote cooperation by structuring cities in a polycentric functional network of complementarities.

Promote the intelligent development of the urban system of the north of Galicia and the north of Castilla y León, through the efficient and sustainable management of its resources and the development of the green economy in the Cooperation Area.

DESTINO FRONTERA

destino fronteraIt is a multi-regional project, that is, it runs along the Portuguese and Spanish border and with partners from the entire border Regions. 

The Project falls within the activity of the RIET and that is why it is developed with partners of this network.

In its development, the Project focuses, initially, on four areas of interest:

  • Wine tourism
  • Nature tourism
  • History and heritage tourism
  • Tourism linked to water (rivers, hot springs, etc)

EPICAH – Efficient Policy

epicahInstruments for the improvement in the management and valorization of the transboundary natural and cultural heritage.

It is a project which aim is to improve the effectiveness of cross-border cooperation instruments in terms of their treatment of natural and cultural heritage.

This is an interregional cooperation project involving regions across Europe. Specifically, the partners are:

  • RWM – Greece. External borders
  • Peipsi – Estonia – Lithuania Euroregion

Title EPICAH – Efficient Policy Instruments for the improvement in the management and valorization of the transboundary natural and cultural heritage.
Objetives
  • Improve efficiency in the management of natural and cultural heritage, using the border as a tourist attraction.
  • Improve the efficiency of tourism as an activity that improves the management and enhancement of heritage.
  • Join resources and coordinate policies to support the preservation, protection, promotion and development of natural and cultural heritage.
  • Reduce context costs derived from the peripheral condition of border territories.
  • Develop the concept "border" as a differentiating element that results in an asset for territorial marketing strategies.
  • Develop capacities in the territory to improve not only the policies and instruments but also the effectiveness of the actions that result from them.

The candidature includes four areas of work:

  1. Evaluation of the starting situation and design of a strategy (and its action plan).
  2. Creation of common tourism products on the entire border.
  3. Fundraising of human resources and focusing on of the offer – training.
  4. Creation of tools for the efficient cross-border tourism management-observatory of the border tourism.
  5. Joint promotion.
